Currently, in order to legally fly to Romania with a drone, it is necessary to go through a series of procedures, however, the drone legislation is not very well set up and you may encounter, along time, barriers in your activity.

First of all, if your drone weighs more than 500g on take-off, you will need to register it. Registration will be requested from AACR (Romanian Civil Aeronautics Authority) and will cost 90 EUR (plus value added tax). The request will be made on the basis of the forms on the official AACR website. If the drone is not registered, the aerial code provides for imprisonment from three months to one year (or a fine of 20,000 to 35,000 lei).

Currently, your drone can fall into 3 categories:

  • The most common category is between 500g and 15kg where only the registration at AACR is required;
  • If your drone weighs more than 15 kg on take-off (but less than 150 kg), you will need a flight permit, in addition to a license to fly, it will cost around 540 euros (plus value added tax);
  • If your drone has a take-off weight of over 20 kg, insurance for damage to third parties will also be required.

Required documents

To start the drone registration procedure, you will need to prepare the following:

  • Invoice – to prove the acquisition of the drone;
  • A series of photos with the drone;
  • Identity card of the drone operator;
  • Registration certificate (if the drone is purchased on the company);
  • Evidence that the registration fee of 90 euros was paid;
  • Form DN-219 completed

Final procedure

After preparing all the necessary documents, they will be sent to AACR either by post or courier, or personally at the headquarters if you live in Bucharest, or scanned and sent to After the completion of the application processing period, you will be contacted by an AACR operator to tell you that you can come any time for the finalization process of the drone registration at the AACR headquarters. At the moment there are no branches in the country so you and your drone will have to show up at the official Bucharest headquarters (we recommend that you transport the drone without batteries and other accessories). If you will not be able to present yourself, you will need to empower someone else to do it.
